<P>PROBLEM TO BE SOLVED: To provide a low-ESR solid-state electrolytic capacitor with excellent moisture resistance, which is formed on the surface of an anodic oxide film with minute irregularitiess in a closely sticking manner. Ž<P>SOLUTION: On the top surface of an oxide film 2, polymerization reaction is performed to organic solvent, which is composed of solvent with EDOT, monomers such as pinole and aniline, oxidant and dopants added. Then, the solvent is removed, and a first conductive polymer layer 4a is formed. After that, dispersing elements composed of PEDOT and polystyrene sulfonic acid of no more than 50 μl/cm<SP>2</SP>are applied by spraying to the first conductive polymer layer 4a for scattering in mist form using an ejecting device. Then, the layer is dried at 100°C, and at least one layer is formed as a second conductive polymer layer 4b. The low-ESR solid-state electrolytic capacitor with excellent moisture resistance can be produced by forming a solid-state electrolyte 5 consisting of the first conductive polymer layer and second conductive polymer layer.
