<P>PROBLEM TO BE SOLVED: To achieve highly precise object detection in response to the change of the environment condition around a camera including illumination conditions. Ž<P>SOLUTION: A prediction region where the existence of an object is predicted and a non-prediction region where the absence of the object is predicted are specified in an input frame image. Then, a background image for contrast is generated, which is different in generation system between a region where difference from the prediction region is calculated and a region where difference from the non-prediction region is calculated. Especially, the region at a position equal to the non-prediction region of the background image for contrast is generated by selecting a small block background model image which is the most similar for each small block.
