PROBLEM TO BE SOLVED: To appropriately perform a packet scheduling so as to evade an interference between cells caused by over-reach. SOLUTION: On the basis of simultaneous communication slave radio station group information indicating a group, capable of performing space division multiple access, of slave radio stations under control of one master radio station, out-of-cell interference slave radio station information indicating slave radio stations under control of a neighboring master radio station with a possibility of cell interference to the slave radio stations under the control of the one master radio station, and the information of transmission packets of the master radio stations, a packet scheduling section 10 determines a group of slave radio stations to which the one master radio station performs space division multiple access so as to avoid cell interference.
