PURPOSE: A protection system for passengers is provided to suppress inertial movement of a passenger's head by expanding an upper airbag. CONSTITUTION: A protection system for passengers comprises a seat belt device, an upper airbag, a lower airbag(29), and a first expansion regulation unit(37). The seat belt device comprises a shoulder belt part and a lap belt part(13). The upper airbag is expanded from the shoulder belt part to the front of the vehicle. The lower airbag is expanded from the lap belt part to the front of the vehicle. The first expansion regulation unit regulates the vehicle longitudinal expansion of the lower airbag.
