BASE STATION, MOBILE STATION, AND COMMON INFORMATION COMMUNICATION METHOD

PROBLEM TO BE SOLVED: To efficiently allocate a bandwidth to a terminal.

SOLUTION: A base station which transmits common information that a plurality of mobile stations share and control information indicating that the common information is changed includes: a common information generation unit which generates the control information and common information; a low-layer control information generation unit which generates first low-layer control information showing a radio resource where the control information should be arranged and second low-layer control information showing a radio resource where the common information should be arranged; and a multiplexing unit which multiplexes the first low-layer control information and control information in a plurality of frequency blocks included in a system bandwidth, and multiplexes the second low-layer control information and common information in one or more frequency blocks of the plurality of frequency blocks included in the system bandwidth when the system bandwidth is divided into the frequency blocks corresponding to minimum one of maximum transmission/reception bandwidths that the plurality of mobile stations use.
