PROBLEM TO BE SOLVED: To provide an information retrieving device can shorten a retrieval time for retrieving the reading Japanese syllabary having two character strings, and a navigation device. SOLUTION: The information retrieving device prepares data 30 for extraction having registered character strings 31 sorted in the order of the Japanese syllabary and bit information 32 that represents respective characters included in the registered character strings 31 by binary codes, determines whether "&" is included in an input character sting, and retrieves at least either a character string existing before the "&" or a character string existing after the "&" by using the bit information 32 of the data 30 for extraction when it is determined that the "&" is included.
