<P>PROBLEM TO BE SOLVED: To provide a lifting and lowering device of construction machinery, which has proper operability by virtue of the absence of a hindrance to an unlocking operation of a locking means. Ž<P>SOLUTION: A first split ladder 2 of the lifting and lowering device 1 is attached to a left-side sidewalk 32; and a locking mechanism 50, which inhibits the expansion of the lifting and lowering device 1 in the storage position of the lifting and lowering device 1, is provided. When the lifting and lowering device 1 is expanded, a lock lever 54 is turned to a release position by driving a hydraulic cylinder 55, so as to permit the expansion of the lifting and lowering device 1. Thus, when the lock lever 54 is in any arrangement position, the lock lever 54 can be turned to the release position by driving the hydraulic cylinder 55. Consequently, the operability becomes proper by virtue of the absence of a hindrance to the release operation of the lock lever 54 even if restrictions are put on the arrangement position of the lock lever 54.
