Embodiments provide a method for radio resource management measurement. The method includes: determining, by a UE according to a detected first reference signal, a first resource on which the detected first reference signal is located; determining, by the UE, a reference signal received power RSRP of a target cell according to a received power of the detected first reference signal carried on the first resource; determining, by the UE, a second resource; determining, by the UE, a received signal strength indicator RSSI of the target cell according to a total received power on the second resource; and determining, by the UE, reference signal received quality RSRQ or a signal to interference plus noise ratio SINR of the target cell or both according to the RSRP and RSSI. The method is applied to radio resource management measurement. |

1. A user equipment (UE), comprising: a processor and a memory coupled to the processor; wherein
the processor is configured to detect a first reference signal, and determine, according to the detected first reference signal, a first resource on which the detected first reference signal is located; the processor is further configured to determine a reference signal received power (RSRP) of a target cell according to a received power of the detected first reference signal carried on the first resource; the processor is further configured to determine a second resource, wherein the second resource is used to carry second reference information when the target cell or a neighboring cell of the target cell or both are in an active state, or the second resource is used to not carry second reference information when the target cell or a neighboring cell of the target cell or both are in a dormant state and used to carry the second reference information when the target cell changes from the dormant state to the active state; the processor is further configured to determine a received signal strength indicator, RSSI, of the target cell according to a total received power on the second resource, wherein the first resource and the second resource are at different times; and the processor is further, configured to determine reference signal received quality (RSRQ) or a signal to interference plus noise ratio (SINR) of the target cell according to the RSRP and RSSI. |
