<p>PROBLEM TO BE SOLVED: To provide a technique of communications between road and vehicle, where simultaneous writing to an information exchange memory does not occur between a road side and a vehicle side. SOLUTION: A writing right managing part 15 and a writing right managing part 25 operate and monitor an RSU/OBE bit to recognize delivery concerning a writing right and location concerning which one of a road side device 1 and a DSRC on-vehicle unit 2 is provided with the writing right. Writing parts 16 and 26 updates the contents of an Attribute memory 21 and also changes a CHG bit value. A reading part 17 reads the contents of the Attribute memory 21 and preserves it when the CHG bit value is changed.</p> |
