According to the present invention, disclosed is a video encoding apparatus. When a current block is intra-prediction encoded, and a size of a conversion block is larger than a preset size, a quantization conversion block is divided into a plurality of sub sets, the sub sets are scanned by using a scan pattern determined by an intra-prediction mode of the current block, and an one-dimensional quantization coefficient sequence is generated by scanning quantization conversion coefficients in each of the sub sets by using the scan pattern determined by the intra-prediction mode of the current block. When the current block is inter-prediction encoded, a reference picture and a motion vector of the current block is determined by performing movement estimation, and a prediction block is extracted from the reference picture based on the motion vector. |
