A communication system repeats a time slot of one or more frequency assignment patterns in which an entire frequency assigned to the communication system as a whole is divided into plural frequencies and adjacent cells use different frequencies and the time slot of the frequency assignment pattern in which the adjacent cells use the entire frequency assigned to the communication system as a whole. A base station apparatus performs selection and assignment of the frequency assignment pattern to be used for communication with a terminal apparatus, based on the wireless quality at the time of communication with the terminal apparatus.
