PURPOSE: A method of determining a codebook, and a method and a device of encoding an audio signal are provided to minimize effects which influence the number of bits of an encoded result and sound quality while reducing the amount of calculation for selecting an optimum code book. CONSTITUTION: A method of determining a codebook comprises the following steps. A codebook with a minimum codeword length about each of data in a predetermined data group including one among different maximum absolute values is searched. Codebook candidates about respective maximum absolute values are selected according to a searching frequency(600). A maximum absolute value within a currently received data group is determined(610). Bit stream length when encoding data in the received data group is calculated(620). A codebook candidate with the shortest bit stream length calculated among codebook candidates according to the determined maximum absolute value is determined(630).
