PURPOSE: A device and a method for generating digital value using process variation are provided to generate identification key by comparing logic threshold values of two inverter elements manufactured in the same process. CONSTITUTION: A first inverter(110) has a first logic threshold value. A second inverter(120) has a second logic threshold value. A first switch(130) includes a first terminal and a second terminal. The first switch is used to short or open between the first terminal and the second terminal following a first voltage value inputted to a reset terminal(131). The input terminal of the first inverter, the output terminal of the second inverter, and the first terminal of the first switch are connected to a first node(101).
