<P>PROBLEM TO BE SOLVED: To solve the problem where benefit by connection is lost and utilization efficiency of radio resources is deteriorated due to the loss of the benefit although the preemption of an H-ARQ process can solve the problem in prioritizing transmission. <P>SOLUTION: By a method and a device, a hybrid automatic repeat request (H-ARQ) process is dynamically allocated in a wireless transmission/reception unit to support enhanced uplink (EU) transmission. The H-ARQ process in WTRU is secured for each transport channel related to a different data transmission priority class, a dedicated channel medium access control flow, or a logical channel.
