<p><P>PROBLEM TO BE SOLVED: To ensure the security by limiting copying, etc. of a printed matter, and to easily check whether or not latent characters will appear when copying. <P>SOLUTION: An image processing apparatus includes: an original image scanning section for scanning an original image; a dot pattern detecting section for detecting whether or not an outputting prohibiting dot pattern is contained in the image data scanned by the original image scanning section; a control section which prohibits outputting of the image data when the outputting prohibiting dot pattern is detected by the dot pattern detecting section; and an outputting prohibition canceling mark detecting section for detecting whether or not an outputting prohibition canceling mark is contained in the image data obtained by the original image scanning section.
