PROBLEM TO BE SOLVED: To provide an emergency broadcasting information distribution apparatus and an emergency broadcasting information distribution method, for distributing the tuning information of the emergency broadcasting program only to a broadcasting reception terminal existing in an area where the emergency broadcasting program is broadcasted.

SOLUTION: An emergency alarm information reception part 203 receives emergency alarm distribution area information and emergency alarm content information, and a broadcasting station providing information reception part 202 receives the broadcasting area information and emergency broadcasting program tuning information. A reporting information determination part 204 determines to include in reporting information one or both of the received emergency alarm content information and emergency broadcasting program tuning information and determines an area to transmit the reporting information on the basis of the received emergency alarm distribution area information and the broadcasting area information. A transmission part 210 transmits the reporting information 108 on the basis of the determination by the reporting information determination part 204.
