<P>PROBLEM TO BE SOLVED: To provide an apparatus of producing emulsion which enables a continuous production and consumption of an emulsion, minifies the volume of the tank, and reduces production cost with eliminating the need for a stirrer. Ž<P>SOLUTION: The apparatus includes a main tank 10 having a main space 12, and a sub-tank 16 having a space 18 for emulsification promotion communicated with the main space 12. The main space 12 and a first negative-pressure mixer 22 are communicated with each other by a circulating access way 28. The first negative-pressure mixer 22 is provided in the space 18 for emulsification promotion, and the emulsion is introduced into the first negative-pressure mixer 22 through the circulating access way 28. Water, fuel, and an emulsifier are suctioned into the first negative-pressure mixer 22 by the negative pressure generated in the first negative-pressure mixer 22, and the water, fuel, and emulsifier are tansformed into emulsion. The emulsion of the first negative-pressure mixer 22 is jetted to the space 18 for emulsification promotion of the sub-tank 16 to promote the emulsification of the emulsion, and thereafter, the emulsion is introduced into the main space 12.
