PROBLEM TO BE SOLVED: To solve the problem that the frequency of mediation or an amount of data transfer is high and large, and latency performance of data transfer is low.

SOLUTION: A packet control circuit 800 outputs a part of packet to be outputted later along with a packet to be outputted first as a result of mediation when receiving many packets to be transferred to the same destination simultaneously.
