A method and device for data link layer information transmission and control management in a Hierarchical and Sequential Address Packet Network. The method includes that after a message is received, the message operating mode is determined to be either connection-oriented or connectionless-oriented; a corresponding operating mode identifier is generated according to the determination result, and is encapsulated in information frames. Said operating mode identifier is borne by a control field; the encapsulated information frame is transmitted.
