<p><P>PROBLEM TO BE SOLVED: To solve the problem that polluted water caused by inflow of domestic waste water, agricultural waste water, industrial waste water and so on flows into the downstream without being improved and causes a water pollution problem, and that a water cleaning machine device is not utilized widely due to the problems such as maintenance cost, management cost and operation cost. <P>SOLUTION: A structure as described below is provided in a water channel. Connecting openings are provided at upside and downside alternately at a plurality of connected tanks. The openings provided at the upside part are stepwise lowered in position toward the downstream side, and an overflow occurs by making use of the head of the water surface position. Thereby, ascending and descending water streams are caused in the structure, and a smooth contact with a cleaning material arranged inside is realized.
