PROBLEM TO BE SOLVED: To provide an information processing system and an information processing method, capable of efficiently performing image quality check, title creation work or the like, and to provide a program.

SOLUTION: The information processing system has: a material division circuit 201 for dividing data to be encoded into divided data; distributed encoding circuits 202a-202d for encoding the divided data into divided encoding data and generating a decoding information file including time information; a decode image generation circuit 203 for generating decoding image information based on designation information including time information and the decoding information file; and a distribution stream decode processing circuit 204 for decoding the divided encoding data based on the decoding image information to output decoding data.
