<P>PROBLEM TO BE SOLVED: To provide a road communication system for providing accurate signal information to an in-vehicle device. Ž<P>SOLUTION: Based on a current color of a traffic light (hereinafter called color of the traffic light upon information creation), time elapsed from the start of the color of the traffic light upon information creation, and lighting time of each color of the traffic lights, a traffic light controller 1a creates signal information concerning the color of the traffic light upon information creation, each color of traffic lights scheduled to be displayed in the future, and their duration. The time ΔT between when transmitting the signal information to the road device 2 and when the road device 2 transmits the signal information to the in-vehicle device 3 (hereinafter called time ΔT required for communication) is calculated for each road device 2 installed on each road merging into an intersection I. Furthermore, the signal information is corrected based on the time ΔT required for communication, and transmitted to the road device 2.
