<P>PROBLEM TO BE SOLVED: To provide a technique capable of improving discharge delay of a plasma display panel. Ž<P>SOLUTION: The plasma display panel has X and Y electrodes 14, 15 arranged on a substrate as a display electrode pair, a dielectric layer 17 for coating the X and Y electrodes 14, 15, and a protective layer 18 for coating the dielectric layer 17. The protective layer 18 has a MgO film 18a laminated on the surface of the dielectric layer 17, and a plurality of MgO crystal particles 18b stuck on the MgO film 18a. Further, a coated rate on the surface of the MgO film 18a is 10% or below.
