The device has rotary devices rotating a tip hold element i.e. head (12), around an axial center such that a transverse shaft is rotated synchronously to a head retaining shaft. Diametric direction movement mechanisms i.e. tip gear, move a tip in axial diametric direction, and the transverse shaft is rotated relative to the retaining shaft. An axial direction movement mechanism i.e. head gear, rotates the tip hold element in axial direction when moving the shafts in axial direction. An independent claim is also included for a method for winding a wire on a shank.
