<p><P>PROBLEM TO BE SOLVED: To provide a label management system, a label management method and a label management program for efficiently replenishing decreasing delivery labels and for using the delivery labels. <P>SOLUTION: A control part 21 of a label management server 20 acquires and registers print information including sender information and recipient information to be printed on a delivery label by a user from a PC terminal 10, and prints a title seal, and sends the title seal and pasteboards of the number of print information. The user assembles a label storage rack from the pasteboards, and attaches the title seal, and stores the delivery labels in the label storage rack. When the height of the accumulated delivery labels becomes small, the user photographs the two-dimensional code of the title seal by a mobile phone terminal 15 of the user, and makes a request for label print including a label identifier to a label management server 20.
