<P>PROBLEM TO BE SOLVED: To provide a charge settlement system that allows quick settlement processings, is capable of minimizing a communication time accompanying card payment to the required minimum, and is capable of reducing the communication cost, in an automatic toll parking lot, an vending machine, or the like. Ž<P>SOLUTION: This charge settlement system is provided with a moving object approach detecting means and a radio communication means for starting up a device for conducting the settlement of a charge, finishes log-on of a card payment remote server via a radio communication network, before a user starts the settlement processing for the charge, by starting up the radio communication means, based on a detection signal detected by the moving object approach detecting means, and enables payment by card by the user.
