PROBLEM TO BE SOLVED: To provide a paste transfer device and a paste transfer method, capable of converting a component in which poor transfer of paste is caused into an non-defective article as much as possible to improve yield. SOLUTION: After contacting a bump 2a of the component 2 with a paste film p formed with fixed thickness to transfer the paste P to the bump 2a (a step ST5), a surface state of the bump 2a is detected (a step ST6), quality of a sticking state of the paste P to the bump 2a is decided (a step ST7). As a result, when it is decided that the sticking state of the paste P to the bump 2a is poor (poor transfer), upon changing the thickness t of the paste film p according to components of the paste P or execution frequencies of transfer of the paste P to the component 2 (a step ST12), the bump 2a of the component 2 is contacted to the paste film p again to transfer (re-transfer) the paste P with the bump 2a (the step ST5).
