PROBLEM TO BE SOLVED: To provide a civil engineering complex advantageously used in shutting off water of a slope surface having a vertical or almost vertical steep gradient, and a construction method of an earth structure using this civil engineering complex. SOLUTION: The civil engineering complex A is formed by connecting a geogrid 4b and an impervious sheet 4a laid on mounded soil 13. The geogrid 4b and the impervious sheet 4a are connected by heat welding, bonding, a hot melt adhesive, or the like. In a first construction method of the earth structure in constructing the earth structure having an impervious function using the civil engineering complex A, in a stage where the mounded soil 13 reaches a height corresponding to the length of an impervious material 3 before reaching a target completion height by repeating laying of a reinforcing material 1, banking 13 and rolling compaction, the civil engineering complex A (a friction fixing material 4) is laid on the mounded soil 13, and after an impervious sheet 4a part is connected to the impervious material 3, the impervious material 3 is laid along the slope surface.
