Disclosed herein are methods of making polymer-free drug delivery systems for implantable medical devices, as well as devices made by employing such method. A method of making a polymer-free bioactive agent delivery system for an implantable medical device comprising: (a) emulsifying a bioactive agent in a solvent to produce emulsified droplets; and (b) loading the emulsified droplets bearing the bioactive agent into a porous carrier for delayed delivery.
