<P>PROBLEM TO BE SOLVED: To control a driving voltage to make an assist motor output a target torque without using a current sensor. <P>SOLUTION: A controller having a driving voltage determination means for determining a driving voltage to be applied to a motor to supply a target driving current to the motor based on a deviation between a driving current supplied to the motor and the target driving current includes a rotating speed detection means for detecting the rotating speed of the motor and a driving current estimation means which derives the driving current supplied to the motor as an estimated driving current based on the driving voltage applied to the motor and the detected rotating speed. Due to this structure, the controller determines a driving voltage for supplying the target driving current to the assist motor without detecting the driving current and makes the assist motor output the target torque.
