PROBLEM TO BE SOLVED: To provide a water treatment system which can surely perform water treatment even when containing a large amount of COD and the like. SOLUTION: The water treatment system is equipped with: a return passage 3 which dilutes raw water 2 with final treated water 1, of which the index of a contamination evaluation indicator is decreased to approximately zero, to a predetermined concentration capable of decreasing the index of the contamination evaluation indicator of the raw water 2 to approximately zero by carrying out the treatment to decrease a material-to-be-oxidized; and a passage 5 for the treatment to decrease the material-to-be-oxidized which carries out the treatment to decrease the material-to-be-oxidized of diluted raw water 4, which has been diluted to the predetermined concentration capable of decreasing the index of the contamination evaluation indicator to approximately zero by carrying out the treatment to decrease material-to-be-oxidized, to decrease the index of the contamination evaluation indicator of the diluted raw water 4 to approximately zero.
