<P>PROBLEM TO BE SOLVED: To fill a rectangular waste box to corner parts in a waste leveling device using the rotation of a blade, which is capable of relatively equally performing leveling (diffusing) without easily forming lumps. Ž<P>SOLUTION: A first shaft 33 for rotating the blade 22 is pivoted to the loose end of an arm 35 whose proximal end is supported so as to be freely swung at the bottom plate of a dust cover by a second shaft 43, and the shaft 33 is rotated by a motor 36 through gears 39 and 38. An engaging pin 44 is eccentrically erected on the gear 38, and the engaging pin 44 is engaged with an oblong hole 25a formed in the short side direction of the waste box 11 in the dust cover 25. Thus, the arm 35 is swung in the long side direction of the waste box 11 as indicated by (b)→(a)→(b)→(c)→(b) accompanying the rotation of the blade 22 and the waste box 11 is filled to the corner parts.
