<P>PROBLEM TO BE SOLVED: To provide a technique diagnosing whether a secondary battery is in an active state or an inactive state. Ž<P>SOLUTION: A diagnostic device of a secondary battery is used for determining whether a secondary battery is in an active state or an inactive state, and includes: a device measuring first degradation index of the secondary battery; a device measuring a second degradation index of the secondary battery; a device storing a reference active map partitioning an active range and an inactive range in a two-dimensional map of the first degradation index and the second degradation index; and a device determining whether the measured first degradation index and second degradation index are located in the active range or the inactive range of the reference active map.
