PROBLEM TO BE SOLVED: To improve the application of an adhesive onto a packaging band in the cigarette processing industry to develop a completely satisfactory adhesive image on the packaging band even by increasing the production speed of a machine. SOLUTION: An adhesive 20 is applied to a material band 10 in the cigarette processing industry by a mesh roller 5 having a small pot. The mesh roller 5 has an adhesive dispensing chamber 7 and the adhesive 20 is taken out of the dispensing chamber by the mesh roller 5. An outer transporting duct 12 is connected to an inner feeding duct 13 of the adhesive dispensing chamber 7 and especially the adhesive is supplied to the adhesive dispensing chamber 7 through the transporting duct 12 and the feeding duct 13.
