<P>PROBLEM TO BE SOLVED: To provide an encoder 10 for applying a variable length encoding to an audio signal of PCM (Pulse Code Modulation) data at high speed. Ž<P>SOLUTION: In buffer information initialization processing 110, a buffer 20 is initialized first and five frames are simultaneously encoded by parallel encoding processing 120 by a parallel encoding processing circuit to output ES (Elementary Stream) data. Then, each time encoding processing of the five frames ends, information on the buffer 20 is updated by a buffer information update processing 130 and, based on the information, the next five frames is encoded.
