<P>PROBLEM TO BE SOLVED: To provide a constant flow valve stabilized by overshoot characteristics when a flow is introduced, and a means for introducing air into the constant flow valve so as to facilitate a maintenance by flowing a mixture of the excess flow and the air and by using the constant flow valve for cleaning a flow path. <P>SOLUTION: A meter includes the constant flow valve stabilized by the overshoot characteristics when the flow is introduced and the means for introducing air into the constant flow valve.
