PROBLEM TO BE SOLVED: To provide a device, method and program for preventing vehicles from entering the wrong way, which determine wrong-way travel with high accuracy by using a delineator and prevent a vehicle from traveling the wrong way, in a one-way road where the delineator having a reflecting plate on only one side in the traveling direction of the vehicle is installed. SOLUTION: The device is equipped with a target object detection means 32 to detect a light quantity of the reflected light from the delineator installed in advance along the road ahead of the vehicle and having the reflecting plate on only one side in the traveling direction of the vehicle; a wrong-way travel determination means 34 to determine if the vehicle is running the wrong way using the detection result acquired by the target object detection means 32; and a warning control means 36 to output a warning to a driver when the vehicle is determined to be running the wrong way by the wrong-way travel determination means 34.
