<P>PROBLEM TO BE SOLVED: To immediately feed warm air raised to a predetermined temperature to an occupant side even in an operating area where sufficient heating cannot be obtained by heating using heat generation of an engine as a heat source. Ž<P>SOLUTION: PTC heaters 46a-46c having a heat generation capacity of 400 [W] per one sheet are arranged in an immediate downstream of a heater core 33, and PTC heaters 47a, 47b having a heat generation capacity of 208 [W] are arranged on foot blowing out ports 27a, 27b. Further, when it is determined that a temperature Tw of cooling water is lower than a first water temperature determination value Tw1, the PTC heaters 46a, 46b, 47a, 47b are heat-generated. Further, when it is determined the temperature Tw of cooling water is between first and second water temperature determination values Tw1, Tw2, the PTC heaters 46a-46c are heat-generated. Further, when the temperature Tw of cooling water is between second and third water temperature determination values Tw2, Tw3, the PTC heaters 46a, 46b are heat-generated.
