<P>PROBLEM TO BE SOLVED: To make a search more stably and accurately by improving robustness of search processing to data change. Ž<P>SOLUTION: A reliability determination unit 131 determines whether a feature quantity of a frame image of a search source is reliable. A search-source feature quantity conversion unit 133 and a search-destination feature quantity conversion unit 136 convert feature quantities of the search source or search destination into data of high reliability according to contents of reliability data. A feature quantity comparison unit 142 compares feature quantities of the search source and search destination after the conversion. A search-solution frame determination unit 144 determines a search-solution frame based upon the comparison result. The present invention is applicable to, for example, a frame search device.
