<P>PROBLEM TO BE SOLVED: To provide a belt-fixing type fixing apparatus that can prevent a fixing failure from occurring while preventing a fixing temperature from varying, and to provide an image forming apparatus having the same. Ž<P>SOLUTION: A heating means 20 heats a fixing belt 25 by coming into contact with the fixing belt 25. In the heating means 20, a plurality of heating members 21 and 31, which have a planar heating element formed on an inner surface of a curved base material, are formed substantially in a semicircular shape as a whole.
