<P>PROBLEM TO BE SOLVED: To provide a polystyrene-based resin extrusion foamed plate having low thermal conductivity, high heat insulating property for a long period of time, and flame retardancy even when a foaming agent having a zero ozone depletion coefficient and a small coefficient of global warming is used. Ž<P>SOLUTION: The styrene-based resin extrusion foamed plate contains a small amount of carbon-based particles (X) and inorganic particles (Y), wherein the total content of the carbon-based particles (X) ranges from 0.3 to 2 pts.wt with respect to 100 pts.wt of the matrix resin constituting the styrene-based resin extrusion foamed plate, the total content of the inorganic particles (Y) ranges from 2 to 12 pts.wt with respect to 100 pts.wt of the matrix resin constituting the styrene-based resin extrusion foamed plate, and the ratio (y/x) of the content (x) of the carbon-based particles (X) to the content (y) of the inorganic particles (Y) is not less than 2.
