PROBLEM TO BE SOLVED: To rapidly perform disposal of hydrogen in the case of a nuclear reactor accident and to rapidly reduce the hydrogen concentration in a reactor containment vessel. SOLUTION: A vessel 8 for hydrogen burning is installed in a gas vent pipe 11 of a reactor containment cooler 6 where the hydrogen concentration increases, and a means of supplying oxygen to the vessel for hydrogen burning via an oxygen supply pipe and burning the hydrogen is provided.
