<P>PROBLEM TO BE SOLVED: To provide a power management system capable of presenting an energy-saving plan that matches the actual status of use of electric power to allow residents to perform energy-saving activities easily. <P>SOLUTION: A residence-side management device 11 includes a comparison means 14 for comparing the amount of electric power used by a target electric device that is measured by a power measuring means 12 with a reference amount of power used so as to see which is greater; a level determination means 15 for determining, based on the result of comparison by the comparison means 14, which power use level the amount of power used by the electrical device matches, among a plurality of power use levels matching differences between measurements of power use and the reference amount of power use; an energy-saving plan storage means 27 for storing a plurality of energy-saving plans for reducing the amount of power used; and an energy-saving plan retrieval means 17 for retrieving from the energy-saving plan storage means 27 the energy-saving plan that matches the power use level determined by the level determination means 15.
