<P>PROBLEM TO BE SOLVED: To provide a device for sealing the inside of steel pipes for preventing water or water content from intruding into a pipe between the joint portions of the steel pipes which is the major cause of occurrence of rusting inside the steel pipes, easily installable in even an existing steel pipe structure, and for minimizing incidental works; and to provide a sealing method using the device. Ž<P>SOLUTION: This device includes a high-pressure hose having one end connected to a compressor, a balloon inflated by the compressed air supplied thereto through the high-pressure hose, and one set of detachable connectors connected to the other end of the high-pressure hose and the air inlet of the balloon. The balloon includes a thin body section having the air inlet at the one end and a thick body section arranged continuously with the other end of the thin body section. When the balloon is inflated in a free state, the thickness of the thin body section of the balloon is smaller than the inner diameter of the steel pipe to be installed near the joint thereof, and the length thereof is larger than the length of the steel pipe near the joint.
