<P>PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane having practically sufficient power generation characteristics as a diaphragm for fuel cells, and exhibiting flexibility capable of sufficiently preventing mechanical deterioration due to swelling and shrinkage of a membrane produced by start-up and stop of the fuel cells, and to provide a polymer electrolyte composition capable of affording the polymer electrolyte membrane. <P>SOLUTION: The polymer electrolyte composition comprises (A) a cation exchange resin, and (B) an anion exchange resin having a heterocyclic group containing a cationic nitrogen atom. A member for the fuel cells such as the polymer electrolyte membrane uses the polymer electrolyte composition.
