PROBLEM TO BE SOLVED: To restore traffic information on a road section close to actual situations in a reception device. SOLUTION: This transmission device divides a road section into a plurality of small sections between two reference points in the road section to be specified by road section reference data, and calculates the fractional rate of the total quantity of the state quantity of the traffic information of the whole road section to the state quantity of traffic information of each small section on the basis of measured original information, and transmits the road section reference data and traffic information including the total quantity and the fractional rate to a reception device. The reception device specifies the road section on a self-digital map corresponding to the road section specified by the transmission device on the basis of the road section reference data, and calculates the state quantity of traffic information for each location corresponding to each small section on the road section on the self-digital map on the basis of the fractional rate of the total quantity and the fractional rate calculated for each small section, and restores the traffic information.
