PROBLEM TO BE SOLVED: To stably detect rising of a plurality of power supply potentials independently from the input order and rising time of the plurality of power supply potentials having voltage potentials different from one another. SOLUTION: When a low power supply voltage potential VDD has risen while a high power supply voltage potential VCC has not risen, a logical value "0" is outputted as an output signal VOUT by applying a ground potential GND to an input terminal of a latch circuit L2 through a capacitor C2. Meanwhile, when the high power supply voltage potential VCC has risen while the low power supply voltage potential VDD has not risen, the logical value "0" is outputted as the output signal VOUT by converting the high power supply voltage potential VCC into the ground potential GND by a level shifter LS. If both of the low power supply potential VDD and the high power supply potential VCC have risen, a logical value "1" is outputted as the output signal VOUT by converting the ground potential GND into the high power supply potential VCC by the level shifter LS.
