<P>PROBLEM TO BE SOLVED: To provide a damper capable of surely holding an impact absorbing body such as the head of a human being by flexibly absorbing an impact in the case of a small impact and by hardening in the case of a large impact. Ž<P>SOLUTION: This damper 1 comprises: a container 2; a partitioning member 6 for partitioning a space inside the container 2 into two housing chambers 4 and 5; a moving force applying means 7 for applying moving force to the partitioning member 6; an elastic means 8 for elastically energizing the partitioning member 6; a communication hole 10 formed in the partitioning member 6 to communicate the two housing chambers 4 and 5 inside the container 2 with each other through a variable passage 9 having a variable cross sectional area of the passage; and a flow limiting means 11 for limiting a flow of a viscous fluid 3 inside the housing chamber 4 to the housing chamber 5 through the communication hole 10 when the internal pressure of the viscous fluid 3, which is housed in the housing chamber 4, exceeding a constant value is generated based on the movement of the partitioning member 6.
