An instructing/operating apparatus (10(TP2)) comprises a transmitting/receiving apparatus (40) and a CPU that generates a safe communication termination request message, which is a message for requesting the termination of a safe communication, to another instructing/operating apparatus (10(TP1)) having already established the safe communication. The instructing/operating apparatus (10(TP2)) uses an unsafe communication to transmit the safe communication termination request command as a non-instruction data. A worker, who wants to have a safe communication with the transmitting/receiving apparatus of a movable machine, can transmit, to the instructing/operating apparatus having already established the safe communication, a message requesting a termination of the safe communication, while informing, to another worker who has already been having the safe communication, that the worker who is to have the next new safe communication is on standby.
