<p><P>PROBLEM TO BE SOLVED: To reduce the amount of information required for encoding, while correctly performing decoding processing when in random-access. <P>SOLUTION: An encoding device 10 generates SEI which is an added extension information specified by H. 264, moreover, generates also Recovery Point SEI which is an information about random origination. The encoding device 10 calculates [frameNumInPicOrderCntCycle] showing the value of remainder used in decoding the value of POC encoded by POC type 1 using an information about POC, when generating the Recovery Point SEI.
